How can the USA complain about BP?

One does get the impression that something is OK, unless it happens to affect American people and economy. I also wonder why they whinge about BP, when there are two other companies involved who seem to have managed to totally get away with the part they played in the disaster. Surely the blame should be shared by all those involved, not just put on the one company.
